The compression came from how the work was scoped. Planning, civil engineering, stormwater management, landscape architecture, survey, and permitting ran in parallel from the outset rather than in sequence. Technical issues surfaced early because every discipline was reviewing the site at the same time, and community engagement was scheduled ahead of the Planning Board and City Commission hearings.
